List eval case proposals for several suites

The review queue of several suites in one read: for each named suite the caller owns, its newest proposals and its total, the page GET /suites/{id}/proposals answers at offset 0. A suite the caller does not own, or that does not exist, is left out.

Filter by status. Omit for all; the queue UI uses “proposed”.

Allowed values:
